The sustainability management that the Group aims for can only be achieved with the trust of our various stakeholders. Therefore the Group actively promotes a variety of two-way communications to build trust with its stakeholders.
Here we showcase Hibiya Engineering’s stakeholder engagement initiatives.
We encourage our employees to submit not only positive examples but also examples of our failings and requests as customer feedback or improvements to on-site capabilities.* This invaluable information we receive from jobsites is helpful in our sales activities and construction projects.
*On-site capabilities: The ability for those on jobsites to solve problems on their own.

To ensure construction safety and maintain construction quality, Hibiya Engineering shares its approach to sustainability with its business partners and promotes various initiatives in cooperation with them.
To strengthen our relationships with our key collaborating partners and to enhance the quality of our construction work, the Company made a Partnership Building Declaration.
We conducted a survey with around 1,120 key collaborating partners from October to December 2025 in which we asked about the status of their transactions with Hibiya Engineering (covering issues such as pricing methods, payment terms, and their commitment to safety and quality) and added human rights-related items (discrimination, harassment, excessive workload, etc.).
Although there is an improving trend compared with the previous survey (2023), some responses raised issues that prompted reflection and suggestions for improving our work processes. We will take this valuable advice on board, identify critical issues, and implement corrective action and improvement measures.
In fiscal 2024, 24 new personnel were certified under the Meister System introduced in fiscal 2018, bringing the total number of certified persons to 189. Those who were certified were congratulated by their company personnel and their families, which seemed to be a positive stimulus for them. We will continue to operate the system in order to further improve safety and quality, strengthen the construction system, improve the compensation of skilled workers, and increase their motivation, which were the purposes of introducing the system. Also, from fiscal 2021, a Premium Meister, a higher level of Meister qualification, has been certified to make the system even more meaningful and to strengthen relationships with cooperating companies.

Having created an open environment with cooperating companies has revitalized a variety of discussions and meetings. The topics for discussion include the horizontal dissemination of best practices after project completion, areas in need of improvement, identifying problems at construction sites during the construction process, and discussing work styles that are inclusive of female employees.
As a new initiative to ensure even greater safety and quality, we are implementing a policy of “visits and guidance to cooperating companies.” In these visits, safety and construction-related departments (such as the General Manager of the Safety and Quality Management Department, the General Manager of the Engineering Service Division, and the General Manager of the Engineering Service Department, etc.) visit cooperating companies to highlight the importance of safety and quality, and to eliminate accidents and complaints. They use a textbook of basic rules as teaching materials, and after explaining measures to prevent recurrence based on past accidents and complaints, they also conduct simple checks on understanding.
Major Initiatives
- Training for workers
- Safety events
- Safety patrols and quality control rounds
- Management site patrols
- Identification of hazardous operations through accident elimination patrols
The Company and its cooperating companies work together in promoting health and safety activities, and we have organized a “Health and Safety Cooperative Association” at each location with the aim of preventing disasters and accidents. We are working toward ensuring complete safety awareness by holding health and safety events and meetings, as well as by jointly developing measures.
Our Main Office and each of our branches actively participate in community-based contribution activities to support the growth of local communities, protect the environment, and increase employee understanding of environmental issues. By maintaining good communication with communities through our activities, we are developing stronger bonds of trust with them.
